Report Focus & Objectives

The report's aimed to address the following questions:

  • What is the baseline range and impact of business process redesign techniques (and related approaches) in use within the Welsh public service?
  • Is the application of systems thinking (and related approaches) limited to transactional services and in what organisational conditions could it be applied successfully to improve public services in delivering reductions in cost and improvements in outcomes for cross-cutting public service delivery in Wales and improving the cost and effectiveness of public sector project management?
  • What types of business streamlining approaches should be used in which circumstances or conditions?
